Hi there! A decent deal of info about video you’ve collected over there! Actually I’m working on my photography blog in WP, and there’s a solution known from e.g soundcloud where ppl refer to specific moment. I found a nice plugin doing that, might be worth mentioning about it here :) http://bit.do/videocomment

We’ve made a quite new plugin mentioned by you guys before(https://wpmudev.com/blog/wordpress-and-h5p-the-future-of-rich-content/) that also can make videos interactive. Maybe that could be interesting in this context?

With it you may add texts and links at specific places in the video as well as a menu to jump around in the video. For e-learning you may add all sorts of tasks on top of the videos, and it is xAPI enabled allowing you to track what the user does within the video.
